The third time that the NOTs were posted, they were posted to
the Original Zippo News Service (www.zippo.com) with an
NNTP-Posting-Host of "info.umd.edu".

Try telneting to that host.  You will find that it is a public Lynx
service -- a text-mode World Wide Web browser.  It has the "g"
(Go to URL) command disabled, but it's still pretty easy to get
off campus, via the following route:

Once there, it's very easy to repost a new copy
of a previously posted message, by using the
"Post News" button.  The message text contains the
entire text of what you are replying to, with the
traditional quoting symbol ">" at the beginning of each
line.  That's exactly what the NOTs posted through Zippo
looked like.

There are no records.  Not at Zippo.  Not at U of Maryland.
The CoS is chasing a chimera.
