Since the start of 1993, the working party, under the [Public] Authority for Internal Affairs, has been investigating the structures and practices of the Scientology organis- ation in Hamburg. Based on the findings of the working party , the Senate has decided:- -to take the initiative with a view to a legal regulation of the commercial market in psychological counselling. -to examine whether para. 302a of the Penal Code ("the Profiteering Paragraph") can be altered in such a way as to make protection form excessive course fees possible. -to ascertain how measures against the Scientology organisation could be applied on the basis of the law concerning non-medical practitioners. -to ascertain whether the owners of Scientology firms could be classified as unfit persons in commercial law in order to be able to prohibit them, should the occasion arise, from practising their trade. Senator Wrocklage: "Whoever intends to take action against the activities of Scientology has to get to the bottom of its content and structures. The working party on Scientology, recognized throughout Germany, makes, in this regard, an indispensable contribution through its educational work in order to head off the influence of Scientology." Senator Wrocklage further stated that an excellent example of the success of thorough-going education and consultation, particularly in the area of business, was the concerted action against Scientology in the market for conversion of properties from rental to freehold. In this still unique action, housing-association groups from the union of real-estate housing agents together with tenants' associations, have got together with the support of the chambers of commerce, Pro Honore and the Working Party on Scientology from the [Public] Authority for Internal Affairs to call a halt to the aggressive proceedings in the housing market and the financial procurement in the real-estate market by Scientology-led firms. This has been particularly important by reason of th efact that the principal financial source for the Hamburg Scientology unit was the property conversion market in Hamburg. The resultant trading in Hamburg within the overall Scientology organisaton has lost out visibly in standing and trust. Senator Wrocklage: "In the future Hamburg will continue resolutely to keep the public fully informed about the procedural methods of Scientology and will counteract its efforts with every legally available means.
